Normally yes, the purchase date for regional trains is the issue date, however with advance purchase tickets, the while the ticket is purchased now, it is not issued until 60 days prior to travel, as the instructions you have included note. So the date the tickets are actually issued is the issue date, the expected issueing date will be on the confirmation email once you have booked.
