A Eurail pass can only be used by non-European citizens. European citizens can use an Interrail pass instead.
What can be used as proof of citizenship?
Your citizenship can be proved using a valid passport or an ID card. An ID card in this case is classed as an ID document that allows you to travel across borders. Train staff have the right to check your nationality, so make sure you always have your passport or ID card with you. A driving license is not accepted.
What can be used as proof of residence?
If you're living in Europe and want to travel with an Interrail pass instead, you need to prove your residence with official government-issued residency papers. This must be a document that clearly shows that you are a resident of the country you live in (e.g. a residence card). Documents such as bills, rental contracts or bank statements cannot be used. Working visas and/or travel visas can also not be used as proof of residency. The residency field of a passport can also not be used as proof of residence
